Long Range Decision Support System (LRDSS) is designed to evaluate the impact of interdisciplinary investments on the long term financial viability of Indian Railways. It is an objective tool for planning and prioritizing capacity enhancement projects based on traffic projections over the next two decades.
LRDSS utilizes state-of-the-art technology comprising of a suite of simulation models and optimization tools that allow decision makers to view and analyze the impact of various portfolios of improvement actions on traffic flows, at a national level, on a GIS based interface. It allows planners to construct and test series of “what-if” scenarios, both on the demand side as well as the supply side, thereby empowering decision makers’ to prioritize investments ahead of demand.
 
The long-range Decision Support System (LRDSS) project was started in 1994 for developing a more scientific and data based system for drawing up investment plans for Indian Railways. The project was funded by World Bank and developed by a team comprising of senior executives of Indian Railways and overseas consultants.
 
LRDSS is designed as a strategic planning tool for long term investment planning over Indian Railways. It aims to provide an objective, information based platform for evaluating different alternatives aimed at improving the capability of Indian Railways to carry additional traffic.
 
The system consists of a comprehensive set of modules which cover different aspects of the investment analysis:-

3. Traffic Forecasting Module
4. Traffic Assignment Module
5. Benefit Cost Analysis Module
6. Terminal Analysis Module
7. Multimodal Corridor Analysis Module
 
Historical Development
 
Work on the LRDSS started in 1994 with the establishment of a separate multidisciplinary group within the Railway Board.In Phase I of the project, a pilot design was established and capability proved.Subsequently in Phase II the basic system and databases were developed and a number of simulation studies done. Further modules for micro-analysis of terminals as well as for analysis for multimodal corridors have been developed under phase III.
 
System Capability
 
This is one of the largest and most complex rail investment analysis systems available anywhere in the world .   With the completion of phase III of the project, the system has the following capabilities :-
 
1. GIS based system available with network infrastructure details.
2. Base year traffic database available with capability of forecasting traffic for a future year based on a set of assumptions.
3. Estimation of capacities of different links in the network under various operational and investment scenarios using simulation techniques.
4. Assign the traffic flows on the network to identify present and future bottlenecks.
5. Benefit Cost Analysis of various projects.
6. Micro analysis of individual terminals to evaluate performance under different scenarios, using simulation techniques.
7. Benefit cost analysis of investments in multimodal corridors.
