FROA TENDERS ORAL EVIDENCE BEFORE 6TH CPC

FROA HAS TENDERED ITS ORAL EVIDENCE BEFORE THE 6TH CENTRAL PAY COMMISSION ON DATE i.e. APRIL 2, 2007. SECRETARY GENERAL/FROA ALONGWITH  GOVERNING COUNCIL MEMBERS MADE A DETAILED PRESENTATION . ALL ISSUES/PROPOSALS INCLUDED IN THE MEMORANDUM WERE DISCUSSED IN A THREAD BARE MANNER. IT WAS HEARTENING TO NOTE THAT  HON’BLE CHAIRMAN AND OTHER MEMBERS OF THE COMMISSION  INTERACTED ON MOST OF THE ISSUES WHICH INDICATED  THEIR LEVEL OF INTEREST IN THE ORAL EVIDENCE BY FROA. WHILE CONCLUDING HON’BLE CHAIRMAN AND OTHER MEMBERS APPRECIATED THE PRESENTATION.

ADMINISTRATIVE REFORMS COMMISSION, GOVT. OF INDIA IS IN THE PROCESS OF FINALISING RECOMMENDATIONS FOR ADMINISTRATIVE REFORMS AND CIVIL SERVICES REFORMS IN THE FUNCTIONING OF THE GOVERNMENT. THE COMMISSION HAVE SOUGHT THE VIEWS OF FROA THROUGH WRITTEN SUBMISSION.

EXECUTIVE MBA PROGRAMME AT IIM, AHMEDABAD 

Indian Institute of Management, Ahmedabad invites application for one year post Graduate Programme in Public Management and Policy from Indian Railway Services, to be launched in April, 2007.  Last date of application 20th November, 2006. Details of the notification can be seen here.

SIXTH PAY COMMISSION

As you are aware government have constituted the sixth.   Pay commission gazette notification has been issued on 5th October, 2006. . All federating units are requested to deliberate on the “terms of reference” of the commission and send their views to FROA as early as possible. Details of the notification can be seen here.

FORMAL MEETING OF FROA WITH RAILWAY BOARD. 

It has been decided to request railway board to hold the next formal meeting of the federation with them during November, 2006. All federating units are requested to send their agenda items for the above meeting.

RAILWAY BOARD VIDE LETTER NO.2006/C7IS/OTH/LAPTOP/14 DATED 20.09.2006  HAVE DECIDED TO ISSUE LAPTOPS TO ALL OFFICERS IN JAG AND ABOVE WITH A OPTION TO EITHER HAVE A LAPTOP OR DESKTOP IN OFFICE.   LAPTOPS CAN BE RETAINED EVEN ON TRANSFER. A COPY OF THE LETTER CAN BE SEEN IN IMPORTANT CORRESPONDENCE RAISED AND ALSO BEING FAXED TO ALL THE FEDERATING UNITS.

FROA WILL BE BIDDING FAREWELL TO MEMBER STAFF AND MEMBER MECHANICAL ON 2ND AUGUST 2006. THE FUNCTION WILL BE HELD AT OFFICERS CLUB, S.P.MARG, NEW DELHI FROM 20.00 HRS. THE FUNCTION SHALL BE FOLLOWED BY DINNER. ALL MEMBER OF FROA UNITS MAY JOIN THE FUNCTION IF THEY HAPPEN TO BE IN DELHI ON THE ABOVE DATE.

RAILWAY BOARD VIDE LETTER NO.E(G)2003 QR1-6 DATED 12.06.2006 HAVE EXTENDED THE PERMISSION FOR RETENTION IF RAILWAY ACCOMMODATION AT THE PREVIOUS PLACE OF POSTING IN FAVOUR OF RAILWAY OFFICERS/STAFF POSTED TO NEW ZONES/DIVISION FOR A FURTHER PERIOD OF ONE YEAR FROM 1.4.2006 TO 31.3.2007

THE CUG PHONE FACILITY HAVE BEEN LIBERALISED BY RAILWAY BOARD VIDE LETTER NO.2004/TELE/TN/3 DATED 07.06.2006. THIS WILL NOW BE AVAILABLE TO THE FOLLOWING OFFICIALS ALL OVER IR EXCLUDING PUs, RDSO, METRO, CTIs, DCW AND COFMOW:

(i) All Gr.A & B Officers  (ii) Supervisory staff having independent charge and directly responsible for inspection, operation, repair, maintenance and projects (iii) Loco pilot/Motorman & Guards responsible for train operation

 PUs & RDSO WHERE CUG PHONES WILL STAND ENHANCED TO 30 AND FOR GM/METRO,DG/RSC,DIRECTOR/CTIs, CAO/DCW AND CAO/COFMOW THE LIMIT IS ENHANCED UPTO 15 CUG PHONES

RAILWAYS WILL PROVIDE CUG INSTRUMENTS TO GMs, AGMs, HAG, CHODs, DRMs AND ADRMS. OTHERS HAVE TO USE THEIR OWN INSTRUMENTS AND RAILWAY WILL PROVIDE ONLY SIM CARDS OF THE CUG SCHEME AS PER THE FOLLOWING LIMITS, BEYOND WHICH THE CHARGES HAVE TO BE BORNE BY THE USER:

i)  HAG  - Rs.1000/-    ii) SAG  - Rs.800/-    iii) SG/JAG – Rs.500/-                        iv)  SS & JS – Rs.400/-     v) Supervisory Staff – Rs.300/-

PERMISSION FOR  RETENTION OF RAILWAY ACCOMMODATION AT THE PREVIOUS PLACE OF POSTING TO OFFICERS POSTED TO NEW ZONES HAS BEEN APPROVED BY BOARD AND THE SAME HAS BEEN EXTENDED FOR ANOTHER ONE YEAR FROM 01.04.2006. FORMAL LETTER IS UNDER ISSUE

FORMAL MEETING OF FROA WITH RAILWAY BOARD WAS HELD ON APRIL 5, 2006 IN A VERY CORDIAL MANNER AND THE DELIBERATIONS WERE POSITIVE & ENCOURAGING. WITH REGARD TO THE OUTSTANDING ISSUE OF ‘INCENTIVE IN LIEU OF BONUS TO GR.’A’ OFFICERS’ BOARD9CRB0 INDICATED THAT THE FOLLOWING FACILITIES IN LIEU ARE UNDER ACTIVE CONSIDERATION;

1. PROVIDING LAPTOPS TO OFFICERS UP TO JAG LEVEL.

2. FACILITY OF BROADBAND WITH INTERNET FOR OFFICERS UP TO JAG LEVEL

3.MORE LIBERAL PROVISION OF MOBILE PHONES TO OFFICERS AND      SUPERVISORS

THE FORMAL MEETING OF FROA WITH RAILWAY BOARD HAS BEEN RESCHEDULED. THE MEETING WILL NOW BE HELD ON 5TH APRIL, 2006 INSTEAD OF 28TH MARCH, 2006 AND ACCORDINGLY FROA’S EXTENDED GOVERNING COUNCIL MEETING SCHEDULED FOR 27TH MARCH, 2006 HAS BEEN RE-SCHEDULED AND WILL BE HELD ON 27TH APRIL, 2006. THE VENUE AND TIME FOR THE MEETINGS REMAIN UNCHANGED.

Railway Board vide Letter No.2005/E(Gr)ii/11/1 dated 3.3.2006 have  accorded sanction for special casual leave and passes for the participants of FROA’s extended governing council meeting and formal meeting with board  on 27th & 28th March, 2006. Formal letters have been sent to all GMs and copy sent to all federating units by FROA.

22.02.2006

Formal meeting of the federation with Railway Board has been scheduled to be held on March 28, 2006. Consequently extended governing council meeting will be held on March 27, 2006 to primarily discuss the agenda items and finalise priority. Besides FROA governing council office bearers, one representative each from the federating units will attend the meeting on March 27, 2006 and participate/witness the formal meeting on March 28, 2006. Venue ; Conference Hall, Rail Bhavan, New Delhi. Time: 10.30 hrs. Onwards.

Board have been requested for fixing up an early date for Formal meeting of FROA with Board. One representative each from Federating Units, who had not represented in the last meeting, are being included in the list of participants.

FROA’s constant efforts have resulted in enhancing the ceiling limit of Rs.1500/- per annum to Rs.3000/- per annum for internet connectivity through Broadband.

The issue regarding incentive to officers is being pursued vigorously. An alternate proposal to grant suitable award for excellent performance of IR to all officers is under active consideration of the Board.

You will be glad to know that EDE(N) and Legal Adviser, Railway Board and members of the committee constituted to “review the aspects relating to existing D&AR procedures of RPF/RPSF staff, their seniority units/cadre management with a view to integrate their set up and functioning with other departments of the Railways” vide Board’s order No.ERB-I/2005/23/10 dated 01.04.2005 have jointly submitted a report to Board in the last week.

The following officers have been co-opted in the Governing Council of FROA as decided in its meeting held on 6.1.2006:

1. Shri Anand Mathur, Secretary, FROA has been co-opted as Vice President in place of Shri Sudhir Mathur, ex.Vice President, FROA proceeded on deputation to CONCOR.

2. Shri Anshul Gupta, Jt. Secretary, FROA has been co-opted as Secretary,     FROA in place of Shri Anand Mathur
