Clarifications have
been sought by zonal railways regarding some of the provisions of
Premium Registration Scheme issued vide Board’s letter No.TCR/1618/2005/5
dated 17.03.2005 (Rates Circular No.15 of 2005). |

The issues raised
have been examined. It is clarified that under the Premium
Registration Scheme, the levy of Rs.100/- as non-adjustable/
non-refundable service charge at the time of registration in
addition to the Wagon Registration Fee, is on per indent basis. As
regards maintaining a separate register for D+ priority traffic, it
is clarified that only one register should be maintained for all
types of traffic booked under different priorities. Regarding
conversion of pending indents for export under B priority, into D+
priority, it is clarified that the consignor who wish to opt for
this scheme, will have to register their indents afresh. |

It is also to
advise that the Premium Registration Scheme has been issued in
conjunction with para 5.1(b) of the Revised Preferential Traffic
Order G.O.No.79 issued vide Board’s letter No.2004/TT-III/1/1 dated
16.03.2005, as per which Premium Registration Scheme is applicable
to traffic registered in rakes. It is to clarify that the Premium
Registration Scheme may be applied to trainload booking only. |

This issues with
the approval of Traffic Transportation and Finance Directorate in
the Ministry of Railways. |

This disposes off
Central Railway’s letter No C.250.G27.Wagon Indent dated 30.03.2005
and Northern Railway’s letter No. 1974-R/Freight Structure/2005
dated 12.05.2005. |
