Sub: Recovery of undercharges at destination station.
In terms of
para 1427 of Indian Railway Commercial Manual (Vol.II), the destination
station are required to weigh the consignments and recover the punitive
charges for overloading if due, before the delivery of goods. These
instructions have further been re-iterated vide Board’s letter of even
No. dated 05.11.2004.
It has been reported
by South Western Railway that in the case of iron-ore consignment
destined to Vizag Port and Madras Port, destination stations did not
realize the punitive charges before allowing the consignee to unload the
consignment, despite prior intimation by South Western Railway and also
failed to take this amount in their station outstandings as per rules.
Board have taken a
serious view of this lapse. The Railways are directed that the necessary
action should be taken by destination station to realize the undercharges
including the punitive charges, before delivery of goods. A report on
realization of undercharges may please also be sent to Board in
compliance of para 6.0 of Board’s letter of even No. dated 05.11.2004.
