Sub:  Revision of Wagon Registration Fee-Payment of Lump sum deposit.

            Please connect para ‘4’ of Board’s letter of even number dated 31.1.2005 (Rates Circular No.6 of 2005) wherein it was advised that Rule No. 201(20) of Goods Tariff No. 41 Part 1(Volume 1) dealing with lump sum deposit, in lieu of wagon registration fee  may be deleted.   Also connect Board’s message of even number dated 24.2.05 wherein it was advised to defer the application of Rates Circular No.6 of 2005 for traffic in steel and coal.

2.0        In partial modification of Rate  Circular No.6 of 2005 and in supersession of Board’s message referred to in above para, Board has now decided that  Public Sector Undertakings/Corporations and  the private sidings having regular transactions with a Railway may be permitted, at the discretion of the Railway, to pay a lump sum deposit in lieu of payment of registration fee each time an indent is made for wagon supply.  It has been decided that the lump sum deposit payable should be fixed  equivalent to 3(three) days’ average level of loading based on the peak month’s figures during the previous 12 months, for each individual case.  The maximum number of indents pending at any given time  for that siding/customer should also be limited to the number of rakes  equivalent to 3(three) days loading for which the lump sum deposit has been deposited by the customer.

3.0        The rules regarding forfeiture of Wagon Registration Fee will be applicable in the instant case.  However, the amount to be forfeited will not be entire lump sum deposit but specific amount pertaining to individual rake which will only attract forfeiture.  In such cases, the customer will have to recoup the amount  forfeited so that lump sum amount is maintained at the stipulated level.

4.0        The instruction will come into force with immediate effect.

5.0        This issues in consultation with the Finance and Traffic Transportation   Directorates in the Ministry of Railways.
