                Sub:-    JOINT PROCEDURE ORDER - Distances for levy of fares and freight : changes in.  


             Please find enclosed a copy of Joint Procedure Order for notification of changes in distances for charges for levy of fares and freight.  

            This issues with the concurrence of the Finance Directorate in the Ministry of Railways.  

            Issue necessary instruction to all concerned for strict compliance and acknowledge receipt of this letter.

 JOINT PROCEDURE ORDER - DISTANCES FOR LEVY OF FARES AND FREIGHT : CHANGES IN.  


             It has been noticed that there has been avoidable delay in some cases in notifying the revision in chargeable distances due to opening of station, diversion, realignment,  new lines, chord lines, bye pass lines,  doubling of tracks, electrification of lines and yards etc., which has resulted in wrong charging of fare and freight.  For instance, Eastern Railway failed to notify the correct chargeable distance between Katrasgarh-Nichitpur and Kusunda-Tetulmari on Dhanbad-Gomoh-Gaya section of E.C.Railway (erstwhile Eastern Railway) which was laid more than 20 years ago and movement of Goods Trains was started via these link lines since then.  Similar delays on other  railways have also come to light.  Board have taken a serious view in the matter.  Similarly, the siding/shunting charges continue to be charged on the basis of Diesel loco charges even after the electrification of sidings.  

              The matter has been examined.  It has been decided that following procedures should be followed so as to ensure that such cases do not recur in future:  

1.     The department executing the works viz. Civil Engineering, Electrical Engineering etc. of Zonal Railways should intimate the Commercial and Operating Department about the changes in distances, both increase/decrease, due to opening of station, diversion, realignment,  new lines, chord lines, bye pass lines,  doubling of tracks, electrification of lines and yards etc., well in advance prior to opening of such new facilities.  

2.     The Commercial Department on receipt of intimation from Engineering/Electrical Department, will examine whether any change is required to be made in the distance for charge notified in Local/Junction Distance Tables.  If required, Commercial Department would issue commercial notification and make suitable changes/correction in the Local Distance Tables and Junction Distance Tables.  

3.      For all the new cases, the date of effect of such notification should be the date of opening/commissioning of the new route/work/facilities.
