Sub:
Grant of full concession to unemployed youths travelling to attend
interviews for selection to State Government jobs.
As per rules contained under S.No. 40 of
Annexure to rule 101 of IRCA Coaching Tariff No. 25, Part I (Vol. II),
unemployed youths upto the age of 35 years travelling to attend interviews
for a job in Public Sector Organizations (i.e. Central/State Government
offices, a Statutory Body, a Municipal Corporation, a Government
Undertaking or a University or Public Sector Banks) are eligible for 50%
concession in Second/Sleeper Class Mail/Express fares, on production of
attested copy of Call Letter and Application submitted by candidate to
concerned organization, provided that travelling expenses in part or in
full are not being borne by the concerned organization, subject to certain
conditions. Besides, full concession in Second class
(not sleeper class) Mail/Express basic fares, but on payment of other
charges (like reservation fee, superfast surcharge, safety surcharge,
etc.) in full, was given in 2004 to Unemployed Youths travelling to appear
in interviews for selection to Central Government Jobs, subject to certain
conditions mentioned in the above quoted rule, vide C.S. No. 6 of
25.10.2004. In such cases, tickets for to and fro
journeys are issued, the validity of return tickets being 10 days from the
date of onward journey.
2. As announced
by MR on 26.2.2005 in his Budget Speech for 2005-06, Ministry of Railways
have decided that Unemployed Youths upto the age of 35 years travelling to
appear in interviews for selection to State Government Jobs also may be
given full concession in basic Mail/Express fares of only Second class
(sleeper class excluded). Therefore, nothing will be
charged as fare. The concession will be admissible in
basic fares only while all other charges (i.e. reservation fee, superfast
surcharge, safety surcharge, etc.) will be realized in full.
The to and fro tickets at full concession in fares shall be issued
by Station Managers on production of attested copy of Call Letter and
Application submitted by candidate to concerned organization, provided
that travelling expenses in part or in full are not being borne by the
concerned organization. This concession will be
admissible subject to other conditions appearing under the rules contained
in the above-mentioned Coaching Tariff.
3. These
instructions will come into effect on tickets issued from 1.4.2005.

There is no other change in the rule quoted in para 1 above.
5. Wide publicity
through various media may be given at regular intervals.
Necessary instructions may be issued to all concerned immediately and
implementation ensured at all ticket booking offices, both reserved and
unreserved. Necessary changes should also be ensured well in time in the
software of PRS, SPTMs & UTS. Similarly action should be taken to make
changes in passenger information systems at all the places including
enquiry systems, websites, etc.

concurrence of Finance Directorate of Ministry of Railways.
