General Managers, Sub: Grant of concession to patients suffering from severe/moderate form of Haemophilia. As announced by MR on 6.07.2004 in his Budget Speech for 2004-05, Ministry of Railways have decided to grant concession in train fares to patients suffering from severe/moderate form of Haemophilia, when travelling for treatment/periodical check-up to recognized hospitals, and return after treatment/periodical check-up. The element of concession will be 75% in the basic fares of Second, Sleeper, AC Chair Car, first and AC 3-tier classes. One escort with every such patient, if accompanying, will also be granted the same concession. The concession will be admissible in basic Mail/Express fares only and not in other charges, like reservation fee, superfast surcharge, safety surcharge, etc., which shall be recovered in full as per existing rules. The concession will also be admissible to the patient when travelling alone. In the case of child patient under 5 years of age (who is otherwise eligible for free travel), the escort accompanying the child shall be eligible for the above concession. 2. Concession will be granted directly by Station Masters on production of the certificate in prescribed form issued by Officer-in-charge of the recognized Hospital where the patient is being treated. Specimen copies of the concession certificates for outward and return journeys are enclosed. 3. Concession will be admissible without any Minimum distance limit, subject to the distance restrictions otherwise applicable in individual Mail/Express trains. Concession will not be admissible in Rajdhani/Shatabdi/Jan Shatabdi trains. This concession will be admissible subject to other conditions mentioned in rule 101 of IRCA Coaching Tariff No. 25 Part. I (Vol. II). 4. Wide publicity through various media may be given at regular intervals. Zonal Railways may arrange to send specimen copies of certificates to recognized hospitals situated in their Zones and also advise them about this concession. Health Departments of concerned State Governments may also be advised in this regard.
5. These instructions will come into effect on tickets issued
from 6.9.2004. This issues with the concurrence of Finance & Health
Directorates of Ministry of Railways. Necessary instructions may be
issued to all concerned, including PRSs, immediately and implementation
of these instructions ensured.
