Sub: - Additional benefits under Railway Suraksha Kalyan Nidhi Implement of decision of General Body.

In the General Body Meetings, of Rail Surakshak Kalyan Nidhi held at Bangalore on 04.07.97, it was interalia decided to enhance the admission fee to RSKN and also to start monthly contributions to the RSKN with a view to providing enhanced benefits to the members and their families as well as to give grants to common welfare schemes like opening of gymnasia, starting of computer / typing centers, establishment of NGO Messes at Zonal / Divisional Headquarter level and Tailoring Centres for the wards of the RPF Staff.

1. ADDITIONAL DEDUCTIONS TO BE MADE TO RSKN:

(a) The present fee for admission of RPF/RPSF personnel to RSKN is Rs 300/-. It has been decided to increase the admission fee to Rs 500/-. The additional amount of Rs.200/- is to be deducted in one installment from the existing members. The new entrants to RSKN will have to pay the admission fee in two installments. Deductions towards admission fee may not be made from those who are retiring on or before 01.04.1998.

(b) Monthly contribution from the Salaries of RSKN members may be deducted at the following rates every month: -

Constables to HC. = Rs. 20/- per Month
ASI to SI = Rs. 25/- per Month
IPF Gr-I and II = Rs 30/- per Month
ASC, DSC, Sr. SC , Dy.CSC = Rs.40/- Per Month
DIG, CSC, IG, DG = Rs 50/- Per Month.

2. Remittance of deductions (in Cheque form) in the name of RSKN so made will be done by DSC/ASC concerned from the concerned DAO Office so as to reach the CSC concerned by 10 th of every month. CSC Office will in turn send the cheques so collected to RSKN Headquarter by 15 th of every month. The collected cheques from Railways will be deposited with RSKN Banker at Delhi by the 25 th of every month.

3. Instructions have already been issued on the above subject vide this office letter of even number dated 01.10.97 for effecting deductions w.e.f. October, 1997 salary.

4. It is learnt that in some Railways, deductions could not be effected for want of consent from the staff. In this connection, it has been decided that the deductions may be made effective from October, 1997 onwards at the above rates, irrespective of the consent received form staff.

5. BENEFITS UNDER THE NEW SCHEMES OF RSKN:

The additional deductions and enhancement of entry fee to RSKN will make it possible to provide more benefits to the members and their families as per the details given in the Annexure “A”.

Wide publicity of the instructions (through translation into Hindi/Regional Languages ) contained herein may be given to make all the functionaries of RPF aware of the benefits under the new schemes and to dispel any misunderstanding in their minds.

Immediate necessary follow-up action may please be taken.

BENEFITS AVAILABLE FROM RSKN W.E.F. 04.07.1997.

1. DEATH

(i) Natural Death :

Lumpsum grant of Rs.10,000/- and monthly pension of Rs.200/- for 10 years.

(ii) Death in harness on duty:

Lumpsum grant of Rs. 20,000/- and monthly pension of Rs. 500/- for 10 years

(iii) Death due to encounter with anti-social elements:

Lumpsum grant of Rs.1, 00,000/- and monthly pension of Rs 1,000/- for 10 years.

NOTE: The widow pension will be discontinued on the widow's re-marriage or when widow or next of kin gets compassionate appointment on Railway.

2. Relief for Decategorisation/Invalidation etc.

(i) For invalidation by maiming Rs 25,000/- lumpsum and monthly pension or any other kind of disablement of Rs.500/- per month for 10 years, or till in the course of duty. alternative appointment whichever is earlier.

(ii) Disablement for causes other Rs.10,000/- lump sum and monthly pension than on duty. of Rs.200/- for 5 years or till the age of Superannuation or re-employed on any other job in the Railways whichever is earlier.

(iii) De-categorization due to medical Monthly pension of Rs. 200/- for 5 years examination. or till he gets an alternative job, whichever is earlier. Pension will commence from which date the employee is on leave without any pay and has exhausted all kinds of leave due.

(iv) Funeral expenses. Rs. 5,000/- for funeral expenses in all cases of death.

3. Vipatti Sahayta Kosh :

CSCs are competent to sanction Rs. 5,000/- in case of prolonged illness such as TB, Cancer etc, of a member of members of the family of the member. Beyond Rs. 5,000/- upto Rs.20,000/- Chairman/RSKN is competent.

4. Ex-Gratia payment:

On retirement, upto 5 years : Rs. 500/-
On Resignation, 5 to 10 years : Rs 1000/-
Removal, dismissal Above 10 years : Rs 1500/-
In case of death : Rs 1500/-
