STANDING ORDER No. 31

Sub: Record of the Railways Act Offenders
1. The RPF have to play a leading and active role in eradicating the nuisance of undesirable elements like touts, towel spreaders, urchins, beggars, unauthorized porters, unauthorized vendors and unauthorized entrants into ladies and reserved compartments. The above mentioned Categories of persons are not only creating nuisance for the passengers but are also indulging in crime. The presence of large number of anti-social elements at Platforms and in trains is one of the important factors contributing towards increase of crime on Railways. Action presently being taken against such elements is unsystematic and ad-hoc with the result that they return to Railway stations again. It is, therefore necessary to keep permanent record of such anti-social elements so that constant pressure is maintained and their entry into the Railway Station and trains is effectively prevented.
2. Since the number of persons arrested under the Railways Act is very large, it is neither possible no advisable to maintain very exhaustive record in respect of such criminals. The Proforma designed for maintaining record of such petty criminals is short. This record should be maintained in the form of a Register to be known as Register of Railways Act Offenders. Record of each person arrested for the following category of Offences under Railway Act will be maintained in this Register:
a) Section 143 : Unauthorized business of Railways tickets.
b) Section 144 : Unauthorized hawking and begging.
3. Two pages of the Register will be allotted to each person and entire information will normally be contained in these two pages. Each offender will be given a serial number. However, when the same person is arrested again, he will be given his original number over his present number. For example, if A' is initially entered at S. No. 6 and is again arrested and is to be entered at S.No.20, he will be given S.No.6/20 and if he is arrested third time and is to be entered at S.No.80, his serial number will be 6/20/80. This system of numbering will help in linking the previous involvement of the habitual offenders.
4. Photographs of those offenders who are habitual should also be displayed in the Rogue's Gallery at a prominent place in the Railway Station.
5. The senior supervisory officer who visits the Post for casual or formal inspections will specifically go through the Register and record their remarks on it as token of checking. A mention about maintenance of the registers will also be made in the Inspections reports.
6. The Hindi Version of the standing Order will follow. The SO should be got translated into the regional languages and supplied to the Posts/ Outposts for display on the Notice Boards. The RPF personnel should also be briefed on the contents of this SO during Roll Call/ Parades.
