STANDING ORDER No. 24

The Chief Security Commissioner, RPF, All Indian Railways.

Sub: Assistance to Rly. Admn in lodging FIR in cases of theft of Rly. Property .

It has been reported that Railway Officers are sometimes finding it difficult to lodge FIRs when thefts of Railway materials are reported. Since RPF works as a bridge between the Railways and the GRP/Local Police, it is our duty to help the Railway officers in lodging the FIR promptly. The following procedure will be followed in reporting the matter to the police in cases of theft of Railway materials.

•  The authorized officer of the concerned department who receives the information of theft initially will, after due verification, make out a written report giving facts of the place, date and time of occurrence, quantity and value of property stolen, name(s) of accused, if known etc.
•  He will hand over a copy of this report under receipt to I/C RPF Post.
•  I/C RPF Post will record the information in the relevant register of RPF Post whenever required.
•  I/C RPF Post will get the report of the Railway Officer delivered to the concerned GRP/local Police Station having jurisdiction for getting a FIR registered. A Copy of the FIR should invariably be obtained for record at RPF Post and a copy sent to the complainant officer.
•  A separate Register will be maintained at every RPF Post for monitoring the action taken on such complaints on the Proforma given in the Annexure ‘A'.
•  In case I/C Post RPF finds that the GRP/Local Police Station has not registered the case promptly, he will bring the matter to the notice of his ASC/DSC and CSC who would peruse the registration with State Police Officers at their level.
•  Non- registration of cases by GRP/Local Police as well as progress of investigation and final disposal will also be discussed in the co-ordination meetings held by DSCs and CSCs with GRP/Local Police officers. In these meetings, intelligence's regarding suspected offenders/gangs/receivers of stolen Railway property should be exchanged with the GRP/Local Police.

The officer inspecting the RPF Posts should check complaints to the above instructions and record their comments.
