1. It is noticed that proposals included in the M&P Programme for procurement of RPF vehicles on replacement account are sent directly by GMs to Railway Board. It becomes difficult for the DG's office to monitor such proposals and to present the case of Security Department effectively and convincingly before the Board. Many replacements of vehicles are pending for the last many years due to DG's office being not aware of the proposals sent by the CSCs through their GMs to the Board. CSCs should so arrange that all proposals for procurement of vehicles on replacement account are sent by GMs directly to DG/RPF so that each proposal is individually chased and the serious difficulty of inadequate mobility of RPF is eased to some extent.
2. It is also instructed that whenever any indent for procurement of uniforms and equipments is forwarded by C.O.S of the concerned Railways to the Railway Board for centralized procurement, it should be sent directly to DG/RPF. This will help in proper follow up and monitoring of the same by the DG's Office. In the absence of the above, many instances have come to notice where indents have been pending in the Board's office, without DG's office being aware of the same. The essential requirement of supply of good quality uniform in time to the RPF staff all over India has to be given priority. In view of this, all CSCs should so arrange that all indents of uniform and equipment are sent direct by the GM to DG/RPF.
